The 47 MCAs – 12 nominated – in Kisumu County are being sworn in by the assembly clerk Owen Ojuok at the county assembly chambers.
Security has been beefed up at the assembly as the process proceeds at the chambers.
Some roads leading to the assembly have been blocked with thorough checkups being done by security officers.
The election of the speaker will be done later within the chambers.
Incumbent assembly speaker Elisha Oraro, former Majority Leader Samuel Ongou, lawyer Kenneth Amondi and James Kounah are the only ones qualified to vie for the post.
Central Nyakach MCA Vincent Obuya and Manyatta B ward representative Nereah Okombo qualified for the deputy speaker post.
On Monday night, ODM leader Raila Odinga was in Kisumu where he met MCAs.
However, only half of the MCAs attended the meeting.
