Attorney General Paul Kihara has overruled Education Cabinet Secretary Amina Mohamed’s decision to bring down the passage point for teachers training to D+.

As indicated by the AG, the protected capacity to set qualifications for entry into the teaching profession is vested in the Teachers Service Commission (TSC) and not the Cabinet Secretary for Education or Kenya National Union of Teachers (KNUT).

“The Teachers Service Commission is, by dint of the Constitution, the State organ with the sacred power and order to set the base capabilities for people entering the educators benefit,” said the AG in a letter to TSC CEO Nancy Macharia.

CS Amina made an announcement In September this year that students from marginalised regions would require D+ and others C-to pursue a certificate and diploma in Education.

Amina’s declaration was opposed by a segment of Education stakeholders including the TSC.

TSC said that bringing down the grade for entry into the profession of teaching would negatively influence the quality of teaching.

However, according to the CS Amina, bringing down the qualification depended on the need to achieve the constitutional objectives of governmental policy regarding minorities in society, and defending the privilege to get to basic education and non-discrimination and in addition protect the marginalised.
